AdAge reports the Cannes Lions International Advertising Festival and the Art Directors Club today released policies to deal with ‘scam ads’, the term given work that did not have client approval or that only ran once in paid media.

I think the Cannes organisers really meant to say:
“We believe that banning agencies from entering on a wholesale basis is unfair on blameless individuals,” the statement said. “There are many people who work in agencies who may not be involved with an erroneous entry and therefore should not be penalized. So you can rest assured that we welcome entries that have run twice in paid media (even if the agency paid for that media). We’d like to emphasis that school newsletters and social club flyers are okay.”
